Cognito: Subsequent App Clients don't work

Getting "Login pages unavailable. Please contact an administrator" in subsequent app clients

I have setup 2 App Clients in AWS Cognito. The login page for the first one is working as expected. When I open the login page for the 2nd, I'm getting "Login pages unavailable
Please contact an administrator."
I have tried creating multiple new clients but non have been successful, even when I matched the exact configurations fo the first one. What could be going on.
FYI:
The user pool only has Microsoft and Google auth (email auth is turned off). Both are working properly on the first login screen.
What could be the problem?
